On June 9, 2026, a town hall was hosted by Councilmember Augie Tulba and he was joined by the Department of Environmental Services Director, Roger Babcock Jr, to discuss the ‘Ewa Beach Sewer Improvement Project with the ‘Ewa Beach community. The video from the town hall is linked here, but here are the Key Project Details from the town hall:
‘Ewa Beach Sewer
Improvement Project
Scope: Connects 976 residential homes (R-5 lots across ~150 acres) to approximately 58,000 feet of new city sewer lines.
Project Boundaries: Bounded by existing subdivisions, the Hawaii Prince Golf Course, the U.S. Naval Reservation, the Pacific Tsunami Center, Kilaha Street, and Kaimiloa Elementary School.
Cost & Funding: The city has budgeted roughly $83 million ($60 million for main lines in the road; $17 million for laterals and cesspool closures on private properties).
Cesspool Closures: The city proposes to drain, fill with rock, and cap existing cesspools while owning and maintaining the new sewer laterals on private property (requiring a homeowner easement).
State/County Mandate: Once the sewer system is operational, city law requires connected properties to transition to municipal sewer service.
